Symposium ATMA/EURONAVAL: "Rules and Regulations for naval and merchant ships" – Safety at sea

A major study of safety at sea has been published in 1999 by Editions Bureau Veritas, result of twenty years of survey of the developments in the world's principal maritime safety systems.

The study of recent disasters, such as the Braer in 1993, the Estonia in 1994 or the Sea Empress in 1996, allow to analyse new aspects of international maritime safety precautions and explains the strategies and policies adopted by States, international organisations and the maritime industry sector to reduce the number of such accidents and curtail their consequences.

In seeking ways of offering greater safety at sea, one has to consider the system as a whole, analysing every aspect, considering the resulting rules and other procedures, and their effect on behaviour in the shipping world. Regulations have always to be seen against their context.

An overview of the most recent studies and research on this subject in various part of the world is provided covering more than two thousand documents.
