The ISM-STCW regulations and the information technology, the experience of an independent tanker owner

This report has been done in a way to demonstrate how tankers owners have been so much influenced by ISM code and STCW convention, and to highlight how much benefit seamen, charterers as well as owners can find out from these new international rules, and finally to think about improvement from the new communication technologies which are supposed to be round in theses new rules implementation.
