The internationalisation of the sailor certificates: the French position in the international negotiations

The world wide recognition of certificates issued to seafarers is a fact as well as a necessity. A fact because the process has already been ignited by the dismantling of traditional merchant fleets. A necessity because the safe operation of ships, their control with regards to crew qualifications and the professional mobility of seafarers require common as well as recognised competencies. The adoption of « universal » standards of competence under the leadership of the International Maritime Organisation sets up a new suitable legal framework. France participated in the set ting up of these standards and succeeded in gaining officiai recognition for certificates other than traditional deck or engine ones.
